The Prime Minister, Kevin Rudd, has called for a more strategic and coordinated approach to urban planning.
He's established a Major Cities Unit to draft an urban strategy for Australia and a task force to develop a framework for better planning.
In response, the BEMP coalition (see FAQs) commissioned the Allen Consulting Group to prepare Principles for Planning Sustainable Communities.
We are keen to hear your views on this consultation document.

What shared vision should Australia's model planning framework espouse?

The BEMP partners believe urban planning frameworks should be guided by a shared community vision.
Our draft vision is: "Strategic planning should shape prosperous, liveable and sustainable urban communities fostered by governments and their partners working in collaboration."
Do you agree that it makes sense to define a shared vision? How do you rate the vision outlined above?

What principles should guide a model planning framework for urban Australia?

We believe the eight principles outlined in the attached document summarise a world class strategic planning framework.
These principles revise the 10 principles outlined in the original consultation draft (please see Library.)

How can we better define urban planning objectives in advance?

Good urban strategies set out clear and coherent goals.
How can we write strategic plans that:
* clearly describe the benefits a plan should deliver to communities; and, * provide a sound basis for measuring the actual performance of urban strategies against their promises?
The Allen Consulting paper proposes several performance metrics (see box 3.1 on page 13).
Should urban strategies include metrics at all? Are there dangers with a metrics-driven approach? Do the proposed metrics make sense? What's missing and what should we change?

How can we better co-ordinate the implementation of urban plans across Australia?

The consultation document proposes a four-point action plan. Is our proposal robust enough to better coordinate urban planning in nine Australian governments and nearly 600 local councils?
