Blue Mountains City Council hosted a Graffiti Summit on September 12 and invited key stakeholders and members of the public to attend to formulate strategies and solutions to this community issue.
The Council invites members of the public to provide comments and feedback regarding ideas raised at the Graffiti Summit for a period of six weeks. This site includes presentations made to the Summit and notes taken at the Summit.
Comments made on this site will be considered by Council in the preparation of a Draft Blue Mountains Graffiti Management Plan. Note that the Draft Blue Mountains Graffiti Management Plan will be placed on public exhibition (including this website) in early 2010. Further comments and formal submissions can be made on the Draft Plan at this time.

What would a best-practice Graffiti Management Plan include?

A Graffiti Management Plan is a set of strategies and actions to reduce and monitor illegal graffiti. There is a number of different models for the management of graffiti however there is strong evidence in Australia and overseas that an integrated, coordinated approach to graffiti management is most effective. An integrated Graffiti Management Plan incorporates four or five strategy areas: Eradication/removal, Enforcement/policing, Education/prevention, Engagement/diversion, Engineering. In line with legislation, most councils have adopted an integrated approach to graffiti management.

Who needs to be involved in graffiti management in the Blue Mountains?

Graffiti prevention and removal is managed by a range of stakeholders, including Blue Mountains City Council. Council removes graffiti from Council-owned assets and supports the volunteer ‘Clean Up Katoomba Graffiti Removal team’. External stakeholders such as energy providers and Railcorp remove graffiti from their own assets.
