Broken Hill Plan of Management for Open Spaces

Broken Hill City Council, in conjunction with ROSS Planning, has developed a draft Plan of Management for Open Space.
Council is seeking feedback from the community on the plan, which looks at the future management of Broken Hill’s parks, ovals, sporting fields and pedestrian and cycle ways.
The plan examines Broken Hill’s current and future demand for open space areas, potential improvements to existing parks and sporting fields and identifies the open space needs of the community for the next 20 years.
The plan proposes the classification of all parks as local, district or city and sets out the basic performance standard for each type. Adoption of these standards would mean that some parks are upgraded whilst others may be reduced in size and/or maintained to a lower standard. The amenities at some parks might be removed as they would not be required for a park of that classification.
The plan notes that while, in comparison to some other Local Government Areas, Broken Hill has less formal open space available for recreation, that there are nevertheless some opportunities to encourage increased shared use of some facilities. This would enable Council to consider upgrading these facilities as community use increases.
Using the plan, Council will be able to more effectively budget for improvements and maintenance of open spaces. In addition, the plan will assist Council to work together with facility user groups to ensure that the community’s needs and expectations for sporting and recreational space are better met.

Maintaining, improving and closure
The plan proposes to increase the standard of some parks and reduce the size and/or standard of some other parks according to their classification. Some rarely used, low standard parks may even be closed. Would you support such a plan if it achieves better standard key parks and sporting grounds?

Removal of old and low standard structures
The plan suggests that many existing parks and open spaces include old amenities that are very low standard (such as some toilets) or rarely used (such as some old kiosks). These facilities are regular targets for vandalism and graffiti. This reduces the attractiveness of the facility and increase the cost of maintenance to the community. Would you support a plan to remove older rarely used amenities, such as kiosks and toilets from smaller parks if it improves their general appearance and lowers maintenance costs?
