Exhibition of Draft Willoughby Local Environmental Plan 2009, Draft Amendments to Willoughby Development Control Plan and other documents.

A new plan has been created to guide development across the City of Willoughby.  Draft Willoughby Local Environmental Plan 2009 outlines how land is zoned and to be used in the City and affects all properties in the Willoughby local government area.

Draft Willoughby Local Environmental Plan 2009 will be on exhibition from Thursday 25 March until Thursday 20 May 2010.  The purpose of the exhibition is to inform the community about the new planning controls. 

A Local Environmental Plan (LEP) is prepared by your local council to guide planning decisions for the local government area and is principally made up of a written instrument and associated maps.  Through zoning and development controls, it allows Willoughby Council to supervise the ways in which land is used.

Also on exhibition are draft amendments to Willoughby Development Control Plan; the Chatswood Vision and Strategic Plan; Chatswood CBD Strategic Plan Background Report; draft Willoughby Structure Plan; a proposal for a 3% developer contribution levy for the Chatswood CBD area and Council’s proposal to continue its affordable housing policy.  To view the exhibition material in full please visit Council’s webpage at www.willoughby.nsw.gov.au

As part of this exhibition, Council is also specifically seeking your views on the following issues:
* Residential zonings
* Shopping in West Chatswood
* Medical Centres and office premises in Malvern Avenue / Havilah Street, Chatswood
* Additional car parking in Oakville Road, Willoughby
* Future use of the acoustic laboratory site at 126 Greville Street, West Chatswood

Please be aware that although comments made on Bang the Table will be noted, only formal written submissions on the exhibition documents, which include your name and address, made through the online form, by letter, email or fax will receive acknowledgment from Council.

SHOPPING IN WEST CHATSWOOD

There are currently a number of shops in Mowbray Road (West of the Pacific Highway) and in Fullers Road. 

Do you think the land adjoining these existing neighbourhood shopping centres in Chatswood West should be rezoned in order to increase the size of centres and encourage additional neighbourhood shops and services within this area?

RESIDENTIAL REZONINGS

The State Government has required all Councils to identify locations for increased housing density.

Council has proposed that residential rezonings (to permit medium density housing), be located close to existing local centres and medium density areas and close to public transport

Where do you think are the best locations for providing additional housing in Willoughby?

GREVILLE STREET, WEST CHATSWOOD

The site known as 126 Greville Street, Chatswood (the former acoustic laboratory) has been leased by the Commonwealth Government to a private company for a period of 99 years, with an option to purchase.

Council has received a rezoning application for medium density residential development on the site involving demolition of the existing structure and the construction of 6 new buildings of between 4 and 6 storeys in height and 230 units. This application was refused by Council in December 2008 and a Local Committee established to examine future options for the site. The last report to Council on this matter is attached for your reference. 

The site’s current zoning is Special Uses (Acoustic Laboratory) and a similar SP 2 Infrastructure zone is proposed in the Draft WLEP 2009 because of the presence of contamination on the land.  The zoning could be reviewed once the contamination is addressed.

a. What do you think would be the appropriate use and density for this site ?

b. Do you think there should be vehicle access from this site to Millwood Avenue?

41 – 43 OAKVILLE ROAD WILLOUGHBY

What are your views on allowing a car park as a permissible use at the properties at 41 -43 Oakville Road, Willoughby?

MALVERN AVENUE / HAVILAH STREET

The northern side of Malvern Avenue Chatswood (nos 1 – 21 along with 103 Archer Street) and the western side of Havilah Street Chatswood (nos 2-32) are proposed to be zoned R2 Low Density Residential with a special provision allowing the use of the houses as medical centres and office premises (which is not normally permissible within the R2 zone). 

As an alternative to this proposal, do you think these properties should be rezoned for three storey commercial as a transitional zone between the Chatswood town centre and the North Chatswood residential area?
