This consultation space has been created to present to the community a resource to participate in the preparation of the Hornsby Shire Community Plan 2010-2020.

You are invited to participate in identifying and commenting on the issues that are important to you now and into the future because in 10 years' time you will be older and your needs may be different. 

To assist you in thinking about the future Council has prepared brief Issues Papers on nine key issues in Hornsby today.  The Issues Papers address topics such as the ageing population, climate change, housing affordability and transport.  The Papers are in the Library section on the right of this page.

The Library section also contains information on consultation outcomes so far. 

The FAQ's section also on the right of this page contains information that answers many questions such as 'What is a Community Strategic Plan'. 

The draft Hornsby Shire Community Plan 2010-2020 is now on public exhibition and available for comment.  The document is available in the Library section on the right hand side of this page.  This resource is provided for you to contribute and is available until Monday 19 April 2010.  Please take some time, read the information and help us by contributing. Council values its community and it is important to us that our community is engaged and informed.

Council is also seeking a rate increase of 5.8% which will have an impact for 20 years ($60 - $70 for the average ratepayer per year) to improve Hornsby Shire's ageing infrastructure and build new facilities to meet the changing needs of the community. This rate increase will be known as an infrastructure levy.  A similar consultation space has been created as a resource for you to comment on the proposed infrastructure levy until 19th April 2010 at http://bangthetable.com/hornsbyinfrastructure.

A website providing detailed information regarding the infrastructure levy has also been created and is available at: future.hornsby.nsw.gov.au.

Council must balance a limited ability to generate income with continually increasing expectations for improved services and facilities.

By telling us what services and facilities are important to you, you are providing information we can use to adjust service levels and cost effectively meet community expectations.

Tell us about those services you value and those you think are less important.

Tell us about the infrastructure you believe we need now and in the future.

Most importantly give us your opinions about Council services and infrastructure and about how any improvements you desire should be paid for.

I received a copy of the Community Plan at a Council meeting called for another purpose. The handout was another example of HSC wasting money on very expensive glossies.

My view is that Council should get back to the basics, and each area of basic business should be committed to observe certain responsibilities towards the community.

For example: No Council works will impact upon the ecology of the Shire, Planning decisions will consider the economy effects, Council will provide the venues for societal and cultural activities, Planning decisions with give priority to human habitat, and Council will improve governance by being more transparent and accountable.

If all business coming before Council considered and reported on these 5 area the 'community plan' would not be necessary, and another drain on Council's resources would be avoided.
