Penrith City Council’s draft 2009-2010 Operational Plan has been developed after consultation with the community. It sets out what Council intends to do in coming year to address the City’s needs. The Plan details the services, projects and programs Council will provide during 2009-2010 to maintain and enhance our quality of life.
There are two parts to the draft Plan:
• Part A - Service Plans, Budget Revenue Policies and Statutory Statements and
• Part B - Fees and Charges
Council is seeking further input on the Plan, with feedback due by Tuesday 9 June, 2009.

Council provides key physical infrastructure and services such as the construction and maintenance of roads, footpaths, and drainage.

Rates and Expenditure
Council’s rates are proposed to rise by 3.5% in 2009-2010 (the maximum amount allowed to all councils) to meet essential costs, maintain and improve services. Council generates the majority of its income from other sources including grants, waste charges and fees.

Waste Collection Service
Council provides a 3-bin collection system for organics, recyclables, and residual garbage in urban areas. For households in non urban areas and for multi unit residential developments the current 2-bin collection system will continue. The service provides for the composting of organics (food & garden waste) and for the return of the compost for use on council parks and reserves.
The domestic waste charge proposed for the standard service will be $245 (1.6% reduction) and $195 (6% increase) for the small service. Additional service combinations however will be available to meet the resident’s needs.

Fees and Charges
Aside from money collected through rates, Council must also charge for other services to cover the cost of delivery. Council’s fees and charges are reviewed annually and are based on a number of different pricing approaches including full or partial cost recovery, subsidised and statutory pricing methods.
Overall Council’s fees and charges income is proposed to rise by 4.49% in 2009-2010. All fees and charges are detailed in Part B of the Draft Operational Plan.

Operational Plan 2009-10
Part A of the draft Operational Plan 2009-2010 outlines the services, projects and programs that Council will be undertaking in the coming year.
It also provides the net cost to run each service and identifies the special initiative programs Council has been undertaking.
Part B of the Operational Plan provides a complete listing of all Council Fees and Charges for 2009-2010..

Draft Strategic Plan and 4 year Delivery Program
The exhibition period for the draft Strategic Plan and 4 year Delivery Program has closed. However you can still view the documents in the library on the main page. If, as you review the 2009-10 Operational Plan you find that you would like to comment on the Strategic Plan or Delivery Program, complete a submission form before the 1st June 2009 and we will include those comments in the final review of the documents before endorsement by Council.
