I think that most people who want to access the River for these pursuits can via existing access points and facilities. Adequate opportunity to some areas upstream of Grafton more problematic or logistically difficult. However, that can be a key to what makes that part of the River attractive - it's low usage and user impact.
Personal time would be most peoples reason for not using the River more.
