however there are some cultures that are excluded any way due to misunderstandings of what the culture is about a cultural plan allows a sharing of that understanding

This is such a vague statement - of course culture can bring together groups but how exactly do you plan to do this?? Personally I think that honoring our aboriginal heritage more will help but many excluded groups come from totally different cultures. Should we take on all these cultures and change our own just to involve these people - i am not so sure.

Sorry that wasn't meant to sound prejudiced - but part of the problem is that trying to be all things to all people is you can end up nothing at all.
