General Comment

I received a copy of the Community Plan at a Council meeting called for another purpose. The handout was another example of HSC wasting money on very expensive glossies.

My view is that Council should get back to the basics, and each area of basic business should be committed to observe certain responsibilities towards the community.

For example: No Council works will impact upon the ecology of the Shire, Planning decisions will consider the economy effects, Council will provide the venues for societal and cultural activities, Planning decisions with give priority to human habitat, and Council will improve governance by being more transparent and accountable.

If all business coming before Council considered and reported on these 5 area the 'community plan' would not be necessary, and another drain on Council's resources would be avoided.

I know that I have similar opinions to Brian Ash, however I

have a rather more important question to which council should be devoting considerable time.

This whole internet consultation with the ratepayers is not

noticing the big elephant in the corner.

Some dates that you need to think about;

May 2005 Crude oil production stopped rising.

June 2008 Crude oil plus all liquids reached Peak.

September 2008 The world economy crashed.

Late 2010 First sign of tight oil supplies expected.

2014 Oil production starts its long decline.

2020 Available oil at 50% of current consumption.

I know that politicians, including local government politicians do not really want to address this problem but we are already suffering the early effects and it will not be enough to just say, it is a state/federal problem.

That will just not work.

The question should be what steps will council take to mitigate the effects of higher unemployment and higher costs and how will the council function in this totally new era of expensive and restricted energy ?

Stop spending money on family entertainment and Immigration Celebration Days and get back to what council should be doing - like some commion sense infrastructures at commercially quated rates and affordable expenditure levels.

Building car alternative transport infrastructure like cycling paths and routes now will help create an environment with far less congestion, parking problems and pollution.

Further more I believe this can attract a whole industy of highly skilled knowledge worker to the shire for whom this kind of life style is appealing, Thus making the shire more self sustainable and a desirable place to life and work.
