$30 per year for 15 years for each rate payer. Total $450 for the 15years.
0.5769 cents per week, or 0.0824 cents per day.
I dont think its to much to ask, do you?

Yes, $30 a year isn't much - whichever way you look at it.

I notice that some items in the costings (http://www.bangthetable.com/document/show/733) such as paving varies in price and a few items seem a bit dear to me, I hope that some work can be done in securing savings on a lot of infrastructure items or labour, such as getting volunteer groups etc. involved like GreenCorps, convict labour (ie: modern style) or Tidy Towns etc. for some of the work, where possible. What we don't want to see is the project go over-budget. Hopefully some savings might also be seen with the recent drop in interest rates hopefully meaning smaller repayments for council if they can secure a loan at a better than estimated (7.5%) interest rate.

Would be good if a lot of the work can go to local companies too, but I know that this is not always how it works.

Note that in the plan it says $72 per year over 15 years for ratepayers, not $30.

The loan repayment over 15 years totals over $8M so much for their budget of $6.8M.
