Improving the draft policy

The policy tries to make it clear on how incidences to tree vandalism will be dealt with, can you see any way that the policy could be improved?

I like the measures to be taken but they could be expensive. Could Council make nearby residents pay the costs - this would encourage them to dob in the guilty party.

The reason why all residents should not pay is because this is Australia not some police state, for goodness sake making all suffer as a result of the actions of a few isnt the answer and implying that this behaviour will encourage people to dob in your neighbour, please!!!!!
