I think this refers to the themes in the introduction to the page:

5 key themes: Community and Cultural Life, Natural Environment, Our Homes, Access and Infrastructure, Economic Activity, Creativity and Learning.

The most important of the themes to my family is infrastructure and access. Specifically, building a integrated network of off road cycle ways that will be an extremely important means to a more sustainable transport future, along with increasing community health and fitness as well as a general sense of community. Off road cycle ways provide a significantly advantage over the shared cycle ways due to the safety concerns potential bike users have. The cycle path strategy which The Sydney City council is implementing is highly commendable and already appears to be promoting greater cycling in the small pathway they have already created.
