Pressure on Utilities and Services

A concern for many people is - will the utilities and services cope. We already have enough problems with electricity black-outs. What about the high schools, sewerage etc.

One particular issue is the reliability of electricity supply, with fairly frequent blackouts, and people in med to high rise flats relying on lifts, especially the elderly, disabled, parents with toddlers etc.

And what happens to the lifts of buildings, and the escape of people reliant on them, in bush-fire areas, where electricity is very often the first sign of approaching danger?
