Put A Grog Curfew on The NCC Management Plan

by Bigfeller 3:06pm, 8 May 2008

Most of us like a grog but we do not like our City damaged, violence and left filthy by excessive drinking and unruley behaviour.
Changes to The NCC Management Plan can have a major impact on the position whilst at the same time reducing costs to ratepayers.
In brief the budget could:- xxxxx cut funding to the Liquor Accord, xxxxx make venues pay for the clean up cost xxxxx Make all Newcastle LGA an alcohol free zone xxxxx Help fund residents groups in Court actions.
For those that want to read more please consider the following letter sent to the paper by the residents group and others. . . .
"Local residents deserve Council support
It is imperative that we protect and secure the landmark Liquor Board decision from the hotels' legal appeal. We estimate that the challenge will cost the public around half a million dollars if the hearing lasts the anticipated 6 weeks. We are confident however, that with the weight of evidence and current improvements associated with reduced hours, the appeal may backfire and an even tougher legal precedent may be imposed by the Full Bench to ensure harm mininisation, the primary objective of the Liquor Act. For the last 8 years, Newcastle Council has been providing secretariat and other support to the Newcastle Liquor Accord. We estimate from Council's own budget documents this has cost ratepayers around $100,000 in wage costs etc. The Council even prepared and produced media releases for the Accord. During this same period, the Accord failed to achieve its primary purpose of reducing alcohol related violence. It in fact, escalated to be the worst in NSW. Not once did Council speak out about this appalling fact. It still provides support to the Accord and a few Councillors have received donations from the AHA. The cost to ratepayers of cleaning up the filth following the weekly alcohol rampages in the inner city is now approach $1m per annum. Council's administration has however, advised Councillors that it is too difficult to recoup these costs from the late trading venues and takeaway food outlets. We continue to pay instead. Compare the continuing real support our Council has provided the powerful private liquor industry with estimated annual alcohol sales of $50m with what it has provided its own local residents and small business who suffer the consequences. We are yet to receive one second or one cent of support from our own Council. Unlike Randwick Council, they refused to represent the community's interests at the Liquor Board. We were forced to run our own time consuming and costly case. It has been recognised that our independent effective advocacy complementing the Police's outstanding submissions and, our efforts in increasing public awareness and public accountability, has had a profound positive impact on the national battle against the binge drinking epidemic. Our request to gain some modest reciprocal financial support from our Council for the impending appeal in the order of what Council has already directly and indirectly provided the lucrative liquor industry over many years, has already been labelled "foolhardy" by our mayor. I respectfully disagree and believe it entirely appropriate, justifiable and reasonable. Tony Brown Spokesperson, Coalition of inner city resident groups, small businesses and concerned citizens (100+ authorisations for our s104 application)"

There is no doubt that things have improved very significantly in all parts of the city since the hours were changed.

The staff members who say their establishment is suffering should tell their boss to rething their operational strategy because forom my observation many of the earlier pubs have upped their trade.

The reduction in damage, vandalism and cleaning will help the Management Plan reach its objectives.

Tony....Pay Your Own Legal Bills !!! You took this to court on your own judgement, you have moved into the city on your own accord, no-one has put you in the situation you put yourself in, you brought your abode on your own judgement & knew the consequences, now you want Newcastle to stop at mid-night, because you live there...

Crime is down, assaults are down & property damage is down, the 3 a.m. curfew has worked, now you want the rate payers of Newcastle as a whole to pay your legal bills, sorry mate ... You & your Coalition should pay that legal bill, as you are the people it is affecting, not the suburbs.

if you look at it, the people causing the problems are not from here, as the Brawl up at the Foreshore carpark has proved.... You & your Coalition pay your own bills and the Police should be seen, not heard as the Newcastle City Police Beat was disbanded in 1992 & never replaced, the problem will be solved with Police presence.

If you drink Alcohol, from my point of veiw, you are being a hypocrite, you can only be one of two things, an Alcoholic or a binge drink..... There is no in between, so if you drink alcohol, which one are you ??? as both are bad for you....

Or are you a non-drinker trying to be the Fun Police in the City of Pubs as the place was once known ???

I think your comments a bit unfair on Tony.

I note you seem to enyoy the safer city as a result of the curfew. We all do.

The legal bills for the community and the Police are very substantial and are caused because the pubs have lodged an appeal.

Todate and for the last 8 years the Council has with your money funded the pubs via the Accord and cleanup costs etc.

Surely it is fair for the residents to have their funds increased by a contribution from Council.

It was the council that extended hotel hours many years ago, they are paying for it now !!! Hotels have to get approval before they extended their hours, they just can't say i'm going to stay open to 5am. Personally I would not buy a house/apartment near pub/club/nightspot in the first place, they should have regulations put in place years ago to stop building housing/apartments near the entertainment areas anyway, at least a couple of hundred metres is common sense.

Watch when they build the apartments on the old Empire site..... Trouble is brewing, you can see it coming a mile away. Tony moved into the problem, we didn't make him buy where he did, they would of been told the cost of the legal bill before the case & he still went along with it knowing this would happen. Why should we as rate payers have to foot their bill, they knew they were going to cop the bill in the first place, why didn't they tell the rate payer they didn't have the money before the fact, it was a class action they should pay the bill, as all people of Newcastle will not benefit from it, only the cities residents will.

Also, to buy in Newcastle city you are looking at 1/4(if lucky) to a Million dollars to live there, he made the choice now he has to live with it as do the others involved, why move into a city in the first place, you know what your walking into anyway, the hustle & bustle of a city life... Cities never Sleep !!!

YC, the council gets income from the Brewery as the lessee, so benefits from longer operating hours. therefore it has a conflict of interest and I expect is better off financially the longer the Brewery trades.

Can you confirm this Admin?
