Will this legislation have the effect of requiring a check on volunteer parents who sit on Management Boards of community day care services?

Yes, as currently proposed in the discussion paper:
-Community day care services are included under Annex A within the service category "Child Care Services". As a consequence, it is intended that people in receipt of child care services will be considered vulnerable and people providing child care services will be included in the new checking system.
-Under section 9.3.1, both volunteers and board members are specifically listed for inclusion.
-Under section 9.3.2 it is proposed that people will be checked when contact involves "....the making of decisions affecting vulnerable people".
